The SRB resolution reporting requirements (Liability Data Report (LDR), Critical Functions (CF) Report and Financial Market Infrastructure (FMI) Report) cover the minimum information required by European Commission Implementing Regulation (EU) 2018/1624 of 23 October 2018 (CIR) as well as further details required for the respective area. LDR: In 2018 the SRB made a request to banks for certain data on their liabilities, as per Article 11(1) Bank Recovery and Resolution Directive (BRRD) and Section B of the BRRD annex, with the aim of collecting information for drawing up and implementing resolution plans, including minimum requirements for own funds and eligible liabilities (MREL) targets. FMI: Template Z.09.00 FMI should be filled with information on the use of FMI providers. As the inability to ensure continuity of access to FMIs during bank resolution may be considered as one of the potential impediments to resolvability, it is important for the SRB to obtain additional data on FMI access and to further understand the conditions for maintaining access to FMIs and the potential impact of discontinued access. CF: Template Z.07.01 FUNC1 should be filled with information necessary to identify the CF provided by the institution. The content of that template represents the minimum information needs at EU level and the SRB requires more data to develop the relevant chapters of resolution plans.
Banks are required to submit the CIR templates to the national resolution authority of the parent entity by 31 May 2019.
