The European Banking Authority (EBA) launched a consultation (to run until 30 September 2020) on the use and uptake of regulatory technology (RegTech) solutions and to find ways to support the introduction of RegTech across the EU. Therefore, the EBA has prepared two separate questionnaires, one addressing financial institutions and one addressing information and communications technology (ICT) third-party providers. The survey is conducted to learn about current activities related to RegTech, to highlight the existence of RegTech within the regulatory and supervisory community, and to inform about any relevant future policy discussions. The EBA is seeking ways to facilitate the adoption of RegTech solutions across the EU and to address any risks. The survey focusses on understanding current RegTech solutions; identifying the main barriers and risks related to their use; and identifying ways to support their uptake. Both questionnaires include a general part to collect information on all types of RegTech solutions in use, and a second, more detailed part, to evaluate individual RegTech solutions in four specific areas:

  • Business relationship and/or transaction monitoring with respect to anti money-laundering /combating the financing of terrorism (AML/CFT);
  • the assessment of creditworthiness; compliance with security requirements and standards (information security, cybersecurity, payment services);
  • and supervisory reporting.

The EBA's report on the use of RegTech solutions is expected in the first half of 2021.
