The European Banking Authority (EBA) launched a public consultation (to run until 22 February 2020) on draft implementing technical standards (ITS) on harmonised disclosure and reporting requirements for minimum requirements for own funds and eligible liabilities (MREL) and total loss-absorbing capacity (TLAC), developed in accordance with Articles 434a and 430(7) of the amended Capital Requirements Regulation (CRR II) and Articles 45i(6) and 45i(5) of the amended Bank Recovery and Resolution Directive (BRRD II). It expects to submit the ITS, with its templates and tables implementing and integrating the TLAC/MREL disclosure and reporting requirements, to the European Commission in June 2020. The consultation paper (CP), part of the EBA’s roadmap on risk-reduction measures, also includes two reporting templates covering the forecast of MREL and TLAC positions and funding structures and a file mapping disclosure and reporting requirements. Disclosure of quantitative information is integrated with supervisory reporting data. TLAC-disclosure templates have been aligned with the Basel Pillar-3 standards.
